BUDGET, GRANTS AND INTERNAL AUDIT MANAGER



 

DESCRIPTION OF DUTIES:

This is a professional and supervisory position whose work responsibility involves a variety of administrative, technical, high level and confidential duties in the Finance Department. The Employee reports to and works closely with the Finance Director to ensure accuracy and integrity of the Township's financial operations alongside the Accounting Manager. Additionally, this position works closely with other Department Directors and Managers in their accounting and budgeting needs. This position involves the application of professional practices in the performance of a wide variety of duties relating to the operations of the department and Township. Once knowledge of Township and Department operations and procedures is gained, the Employee is expected to carry assignments through to completion within the deadlines and with minimal supervision. This position is expected to step up into the role of the Finance Director in their absence and occasionally attend evening Board Meetings. The primary responsibility of this position is to perform and oversee accounting and budget related tasks for Canton Township, including Priority Based Budgeting. This position supervises the Accounts Payable functions, Purchasing, and Grants and oversees record keeping for various Public Safety task forces. Other duties of this position include the annual audit and preparation of the Schedule of Expenditures of Federal Awards (SEFA).


 

EXAMPLES OF WORK: (Note: These examples are intended merely as illustrations of the various types of work performed)

  • Prepares and maintains a wide variety of detailed accounting and budgeting records.
  • Verifies and analyzes financial transactions, reports and statements.
  • Responsible for the annual budgeting process, including preparation of the annual budget documents.
  • Responsible for organization, reporting and tracking of all grants received by the Township.
  • Prepares Emergency Management quarterly reporting.
  • Prepares financial reporting for Federal forfeitures.
  • Responsible for quarterly budget variance review.
  • Supervises Accounts Payable, Purchasing, and Grants.
  • Coordinates OPEB valuation data submission
  • Responsible for developing training program in relation to the budgeting and purchasing processes and systems.
  • Assists Department Directors and Managers with Financial and Budget concerns.
  • Compiles information, prepares and assists in the coordination of special projects and reports.
  • Analyzes, researches and develops action plans to address Employee Benefit costs.
  • Develops and manages an internal audit function, including spot checking various locations.
  • Acts as a backup for the Finance Director and Accounting Manager when necessary.
  • At the direction of the Director, performs other duties as assigned.


 

ESSENTIAL FUNCTIONS - KNOWLEDGE, SKILLS AND ABILITIES:

  • Considerable knowledge of professional municipal accounting principles and procedures.
  • Knowledge of laws, ordinances, and regulations governing municipal accounting, budgeting and accounting procedures.
  • Ability to adapt and assist in the implementation of changing financial management software.
  • Considerable amount of knowledge of financial management and spreadsheet software.
  • Ability to prepare and maintain a variety of financial reports.
  • Ability to supervise subordinate employees.
  • Ability to deal with the public in a tactful and courteous manner.
  • Ten years of experience in municipal finance and accounting.
  • Graduation from a college or university with a Bachelor's Degree in Accounting, Finance, or a related field.
  • Certified Public Accountant or Certified Public Finance Officer preferred.
  • Upon appointment, must possess a current, valid Michigan Driver's License and a driving history that does not create liability concerns; which includes, but is not limited to, convictions for reckless driving, careless driving, suspended license, or convictions involving drinking and impaired driving.

Thursday, March 28 through Tuesday, April 16, 2024 - Employment Application
