State of North Carolina Applications Systems Analyst I

Description of Work

 

Salary Recruitment Range: $67,900 - $74,984
Salary Grade: DT07

 

This position currently qualifies for a hybrid telework option with routine office and remote workday. The NC Department of Insurance trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management.

 

Mission of the Department of Insurance:

Primary Purpose of the Position:

The Applications Development Team at the Department of Insurance is responsible for supporting several business units within the department as well as external users. Some of the operations we support are consumer complaints regarding insurance companies; inspection of fire departments; certification of firefighters; licensing of home inspectors, pyrotechnic operators, manufactured building manufacturers and salespeople; and the safe disposal of unused prescription drugs.  Our primary development platform is Java with Oracle PL/SQL.  We also use Oracle APEX, Angular, Cosmos and Azure function apps.  

This position will be responsible for analysis, programming, testing and maintenance of applications in both desktop and mobile environments.

Knowledge, Skills and Abilities / Competencies

 

  • Working knowledge in the area of application development and system integration.
  • Thorough knowledge of assigned data and the use of its systems via developing through test plans/scenarios.
  • Skilled in enterprise systems and familiarity with best business practices related to systems.
  • Working knowledge of security protocols for systems utilized.
  • Working knowledge of the current architecture of systems and information to troubleshoot problems.
  • Working knowledge of the business functions and system needs of unit to develop working specifications for software application solutions.
  • Ability to manage timelines, financial resources, and the activities of others to achieve success and to monitor project progress and provide updates to managers.
  • Experience in the entire development process including specification, workflow analysis, workflow diagrams, data modeling, documentation, and quality assurance.
  • Coordinate and direct computer systems and application design and development.
  • Experience in assessing user needs through discussion with customer conveying technical information to client and promote understanding of relevant issues.
     
  • Knowledge and experience with Java or other structured programming language.
  • Knowledge and experience with SQL within relational database(s).
  • Ability to analyze customer requests and determine the best course of action to provide what they need.
  • Ability to test work done by self and others (unit test and peer review).
  • Ability to communicate with peers and non-technical customers.
  • Familiarity with Agile methodology.

 

Minimum Education and Experience Requirements

Bachelor's degree in computer science or an IT related field from an appropriately accredited institution, or Associate degree in computer science or an IT related field or related technical degree from an appropriately accredited institution and one year of experience in business application consulting or development, or High School or General Educational Development (GED) diploma and four years of experience in business application consulting or development; or an equivalent combination of education and experience.

Management Preferences/Special Qualifications*: 
Bachelor's degree in Computer Science, Computer Information Systems, Computer Engineering, math, or Engineering or related technical degree from an appropriately accredited institution and one year of experience in business application consulting or development; or Bachelor's degree and some computer coursework from an appropriately accredited institution and two years of experience in business application consulting or development; or Associate's degree in Computer Programming from an appropriately accredited institution and two years of experience in application consulting or development; or an equivalent combination of education and experience.  Year for year substitution of web/browser/n-tier based development experience in relevant environment for educational requirement.

 

  • Experience with API development
  • Experience with the Azure environment (MS Dynamics, function apps, Cosmos, BLOB storage, containers)
  • Experience integrating AI with development
  • Experience with Salesforce development
  • Experience with PayIt
  • Experience with Ivanti Workflows
  • Experience with GO
