Salary Recruitment Range: $78,467 - $82,000
Salary Grade: DT09
This position currently qualifies for a hybrid telework option with routine office and remote workday. The NC Department of Insurance trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management.

Primary Purpose of the Position:
* Software Developer. Senior level work developing, maintaining and integrating varied custom computer applications in the Department.
* Position requires high level of knowledge of several development languages and the ability to expand this skill set.
* Position requires experience with relational and non-relational databases

Knowledge, Skills and Abilities / Competencies
- Thorough knowledge to provide system administration duties, system analysis and/or programming, and extensive knowledge of relational databases and business enterprise systems.
- Thorough knowledge of specific computer environments and a broad range of programming and/or development languages with ability to learn emerging programming languages.
- Knowledge and ability to devise or modify procedures to solve complex problems considering computer equipment capacity and limitations.
- Thorough knowledge to serve as a technical resource in solving problems of high complexity.
- Ability to plan and manage the integration and implementation of new technology, solving highly technical and complex problems while guiding and providing the direction for projects through completion.
- Ability to lead applications related projects involving multiple staff across specialty areas.
- Ability to independently manage project timelines, resources, staff and leads implementation efforts.
- Understands the market, industry and competitors that have an impact on the customer's business.
- Strong communication skills to interact with operations team members, production, support, implementation, infrastructure, and development teams.
- Ability to develop long-range strategic alternatives and build client support of organization's objectives.
- Knowledge and experience with Java or other structured programming language.
- Knowledge and experience with SQL within relational database(s).
- Ability to analyze customer requests and determine the best course of action to provide what they need.
- Ability to test work done by self and others (unit test and peer review).
- Ability to communicate with peers and non-technical customers.
- Familiarity with Agile methodology
Minimum Education and Experience Requirements
Bachelor's degree in computer science or an IT related field or related technical degree from an appropriately accredited institution and two years of experience in business application consulting or development; or Associate degree in computer science or an IT related field from an appropriately accredited institution and three years of experience in application consulting or development; or High School or General Educational Development (GED) diploma and six years of experience in business application consulting or development; or an equivalent combination of education and experience.
Management Preferences/Special
Qualifications*:
- Experience with API development
- Experience with the Azure environment (MS Dynamics, function apps, Cosmos, BLOB storage, containers)
- Experience integrating AI with development
- Experience with Salesforce development
- Experience with PayIt
- Experience with Ivanti Workflows
- Experience with GO
